7. Attack on the Open Internet Regulation (EU 2015/2120)

- de facto legalization of a 3-player market structure

9. The Franco-German “Meseberg Agenda” (May 2024)
A joint manifesto by France and Germany setting the political foundation of the DNA, calling for:
- revision of public procurement rules to favor big players
- relaxation of EU merger controls to allow cross-border consolidations
- centralised governance of the telecom sector
- coordinated attack on market fragmentation and national autonomy
This document reveals the political will to kill pluralism and impose a top-down, oligopoly-driven model across Europe.

The DNA is just one part of a broader, systematic assault on Europe’s open, competitive and democratic Internet ecosystem.
If we don’t stop this, Europe’s Internet will be owned, controlled and monetized by a small cartel of political and financial elites.
The Digital Networks Act is not an isolated initiative.
It is just one piece of a wider, systematic assault on Europe’s open, competitive and democratic Internet ecosystem.
This is a coordinated “manoeuvre by encirclement”:
- a so-called “reform” of Open Internet rules, designed to kill Net Neutrality
- a Public Procurement revision, crafted to lock out national and local players from future public contracts
- a Merger Control “reform”, openly aimed at legalizing mega-mergers and creating an oligopoly
- and finally, the DNA itself, as the legal foundation to concentrate infrastructure ownership and control
This is a radical, 180-degree U-turn of the European digital policy of the last 30 years.
It is happening under this Commission, in open betrayal of the European values of pluralism, subsidiarity and fair competition.
Let’s be clear:
If this plan succeeds, Europe’s Internet will be controlled and monetized by a small cartel of political and financial elites, far removed from democratic accountability.
WHY THIS IS A FIGHT FOR NATIONAL INTERESTS
Across Europe, each nation has built its own digital market and ecosystem.
Each nation must now defend it.
This is not just about operators: it is about sovereignty, affordability, pluralism, and freedom of choice for citizens and businesses.
The DNA and its sister “reforms” would impose a one-size-fits-all oligopoly model, erasing national diversity and undermining local markets.
They promised “modernization”. They are delivering a digital dictatorship.
